DESCRIPTION OF REQUIREMENTS

Objectives and Scope

  • Supply, Installation and Commission of an EEG machine at the Colonial War Memorial Hospital, the largest public hospital in Fiji, to compliment the new neurology unit to be established and provide neurological services to the people of Fiji.

Specifications:

  • The equipment must allow for recording of both awake and sleeping digital EEGs with digital video incorporated into the recording for Adult, Paediatric and Neonatal patients.
  • The equipment must allow for display, storage, archiving, recall and printing of patient studies.
  • The system will have the ability to utilize all 10-20 System of International Electrode Placement electrode positions, including ground and reference.
  • Equipment power ratings must be single phase and equivalent of AUS/NZ standards.

Timing:  TWO & HALF (2.5) MONTHS for execution of work, once contract awarded.

1     Overview  of  EEG Project

  • The envisaged solution i.e. EEG will be re-introduced in the Ministry of Health with the introduction of Neurology Services in the major hospital in Fiji – CWM Hospital. It will allow for the public health sector to diagnose and provide treatment to patients locally.
  • The main objective of floating the EOI is to explore the market for the availability of low cost device with the minimum specification required for the EEG application.

2      Scope  of  the  EOI

  • Interested parties should either be OEM or OEM authorized Bidder/Distributor. Should offer the EEG and associated services required for the use and maintenance of equipment.
  • The interested parties shall present at least one visual demo (online and/or CD) of each of the offered devices on the date(s) fixed by the corporation. The necessary documents and CDs etc. demonstrating the features of the terminals will have to be provided by vendor.
  • The interested party should provide necessary manpower support for demonstration purpose.
  • After successful evaluation of the EOI, Fiji Government may ask short listed Bidders to submit formal bids for final purchase during the tender process.

3       Technical  Specification: 

  • FPBS shall freeze the technical specifications after examining the availability of the different items and weighing the same against our assessed needs.
  • The proposed hardware and software solution should be able to completely cater to our requirements and must be capable of giving uninterrupted service under the field conditions.
  • Authorized representative should have backend agreement with OEM covering warranty support from OEM as defined in the technical specification. Authorized representative has to provide documentary evidence for back-to-back support agreement with the OEM for software upgrades & patches and spares for a period of 10 years.  

4     Scope  of  warranty  for  the  Equipment

  • In case of any defects or malfunction of the EEG/associated devices and accessories, the Biomedical Engineering Services will report the faulty equipment to any of the service centers and device replacement facility within 3(three) business days is to be provided by the Bidder.

5     Scope  of  On-Site  Support  for  the  EEG

  • Bidder through OEM has to provide and install all required patches, upgrades including upgrade to next higher version of all supplied software and operating system.
  • Bidder shall extend all help in installation of the EEG application, troubleshooting and fine-tuning.
  • Bidder  has  to  cover accidental  damages  and  replace  the  device  without  any  extra  charges.
  • Bidder will maintain their own inventory of spares so as to give the fast and efficient service, carry out all necessary repairs and replacements of parts without any additional cost within the scope of warranty.

Provision of Mortuary Services from CWM Hospital

Outsourcing of Mortuary Services

The Ministry of Health is the Government Ministry responsible and charged with the provision of quality health services throughout Fiji. In an effort to further enhance the efficiency and effectiveness of the services that it provides the Ministry is seeking an Expression of Interest   from reputable and established providers   that are capable and interested in taking over this service.

 Scope

The successful provider amongst other things will be subleased with the existing facilities from the MOH, he or she should also be able to refurbish the existing mortuary at the CWMH, providing the highest standard of mortuary service, whilst complying with the Ministry’s existing mortuary policy, using the latest autopsy equipment, on a 24 hour basis.

 Optional Provisions

The successful provider is at liberty to make provisions for its own hearse, make funeral arrangements for the deceased, to take orders for coffins, caskets, and coffin decorations, to have a flower shop to supply wreaths, mats, and tapa and make provisions for a one stop shop.

Fiji - Overseas Medical Collaboration

The Ministry of Health of the Government of Fiji in improving the delivery of health services is seeking interest for a Public Private Partnership (PPP) from reputable super specialty medical providers.

The PPP would see the provision of specialized medical treatment in the areas of super-specialized orthopedics, neurological and cardiac services to be undertaken in Fiji.

The Ministry of Health of the Government of Fiji would be responsible in overseeing that the overseas medical team is provided with 2 operating theatres for the services .

Interested parties willing to form this PPP with the Ministry of Health of the Government of Fiji are expected to provide specific equipment’s, drugs, consumables and a support team to undertake the necessary specialized clinical services.

EOI for participating for CCM Membership

The Interim Committee of the Fiji Country Coordinating Mechanism (Fiji CCM) wishes to call for Expressions of Interests from Non Governmental Organizations/Civil Society Organizations, Faith Based Organizations, Academia, Private Institutions, Key Affected Populations and People Living with  HIV/AIDS and/or TB for the reconstitution of the Fiji CCM.

The Interim Committee welcomes expressions of interests from organizations that advocate and work with communities in TB-HIV issues, individuals who live with TB and/or HIV and key affected populations across Fiji wide.

The Global Fund to Fight AIDS, TB and Malaria (“The Global Fund”) recommends that all countries strive to include as CCM members representatives from different constituencies such as Academic/Educational Sector; Government; NGOs/Community-Based Organizations; People living with or/ effected by the Disease; Private Sector; Religious/Faith-Based Organizations; Multilateral and Bilateral Development Partners in-country through a participative and transparent documented process.

The Global Fund (GF) recognizes that through a country driven, coordinated and multi-sectoral approach involving all relevant partners, additional resources can have a significant impact on the reduction of infections, illness and deaths from the three diseases.
Its mandate is to:

- develop and submit project proposals on behalf of the people of Fiji to the Global Fund;

- choose which institutions/organizations will implement the funded projects;

- oversee, monitor and evaluate the projects with regard to their terms of reference, goals and conditions;

- provide a variety of administrative and technical support towards this implementation;

- ensure that there is harmony between its projects and others within the country funded by other agencies.

The Fiji CCM pulls together a variety of actors, each with unique skills, background and experience.                                                              

It operates under new bylaws endorsed at the Fiji CCM in May 2010 and has provision for the establishment of an Executive Committee, Oversight Committee, Project Proposal Committee, Gap Analysis and Harmonisation Committee and various specialist task groups as the need arises. The CCM currently oversees a Consolidated Grant of US$ 5.5 million to address tuberculosis and health systems strengthening in Fiji up to 2015.

Additional Points

• CCM membership requires active participation and the individual selected to represent the constituency should have a personal commitment to the issue and have the time to attend meetings. Membership will be forfeited by non-attendance after two successive meetings;

  • Translators will be available during CCM meetings as stipulated in the Fiji CCM by-laws;
  • Only NGOs/CSOs actively involved with TB and/or HIV should participate.

Important Process

The Interim Committee has engaged consultants who will facilitate evaluation and support selection of organizations, individuals living with TB and/or HIV and Key affected populations.  These successful representatives from each constituency are then required to coordinate mutually and formulate groups. With consensus, TWO elected representatives of each constituent should be recommended by the group as   the principal and alternate candidates for CCM Membership in a documented transparent process.
